As one of the two governing bodies of ICAO, the Council gives continuing direction to the work of ICAO. In this regard, one of its major duties is to adopt international Standards and Recommended Practices (SARPs) and to incorporate these as Annexes to the Chicago Convention.

Are SARPs legally binding?
SARPs are published by ICAO in the form of Annexes to Chicago Convention. SARPs do not have the same legal binding force as the Convention itself, because Annexes are not international treaties. Each Contracting State may notify the ICAO Council of differences between SARPs and its own regulations and practices.
