The Tabard of the Protector The Tabard of the Protector was a quest reward during the world event before the launch of World of Warcraft: The Burning Crusade. After the launch of the expansion, the quest was removed and the tabard is no longer obtainable.

This is the special Tabard “Tabard of the Lightbringer” It comes from completing the Legendary quest chain in the raid zone Icecrown Citadel from the Wrath of the Lich King expansion.

In order to obtain this unique tabard, you need to be at at least level 55 and be able to fight 6 non-Elite level 60 Felguards. You can do this quest in a party, but not in a raid, and if you are not level 60, it is recommended to bring friends. At level 60, any class can do this quest in any spec.

Just tested in this in the Legion prepatch PTR and it seems like you are able to transmog this tabard account wide HOWEVER you do not get the on-use effect assosiated with the tabard when you transmog it, you are only able to use the animation on the character that equipped it and unlocked the transmog.
